F. Edwards Rushton Award
The F. Edwards Rushton CATCH Award recognizes an outstanding CATCH grantee
whose CATCH project has developed over time and expanded beyond its original
goals to positively impact child health.
Named in honor of Francis Edwards Rushton, Sr, MD, FAAP, this award honors pediatricians who have advanced the medical home and children’s access to healthcare and other needed services through a CATCH project.

Carole Stipelman, MD, MPH, FAAP
Carole Stipelman, MD, MPH, FAAP is an Associate Professor of Pediatrics and the Medical Director of the University Pediatric Clinic. Dr. Stipelman’s research and advocacy interests focus on access to care for underserved populations. She received an American Academy of Pediatrics CATCH Implementation grant in 2009 to develop and implement a program to train AmeriCorps workers to serve as Medicaid and CHIP enrollment advocates in health centers for the underserved. Building on the success of the CATCH pilot, with the Association of Utah Community Health, Utah’s Primary Care Association, she secured Children’s Health Insurance Program Reauthorization Act (CHIPRA) funding in 2009 for her Patient Enrollment Assistance Program. This program used case management to increase Medicaid and CHIP enrollment in eight Federally Qualified Health Centers in Utah. The materials developed in this program have been adopted in community health centers throughout Utah. In her role as Utah CATCH Facilitator, Dr. Stipelman provides advocacy grant-writing mentorship for pediatricians throughout Utah.
